Subject :- Conduct of Limited Departmental Competitive Examination for promotion to the post of Enforcement Officer/Accounts Officer from 08th to 12th October, 2012 – Reg.

Ref :-Head Office Letter No.Exam.5(1)2011/108 dated 01.5.2012.

1. As proposed vide circular referred above, dated 01.05.2012 (website circular Sl. No.66) the Departmental Competitive Examination for promotion to the post of Enforcement Officer / Accounts Officer will be held from 08th to 12th October, 2012 for the States where the examination quota vacancies are available.

2. The Vacancy position in the Cadre of Enforcement Officer/Accounts Officer under Examination Quota as on 31.03.2013 in respect of West Bengal Region is given below :

3. The Regional Provident Fund Commissioner-In- Charge of RO/SROs of West Bengal Region are requested to invite applications from eligible candidates from all the offices under their jurisdiction, strictly adhering to the following time schedule.

4. The Regional Provident Fund Commissioner-In- Charge of RO/SROs of West Bengal Region on receipt of this circular, are requested to take immediate action to invite applications from the eligible candidates under their jurisdiction. It is requested to ensure the circulation of this notification in all the RO/SROs/Insp. Office/Service Centre/District Office/Vigilance Directorates/ Office of ACC(KZ)/ZTI/Zonal Audit Party. The time schedule as per Table 3(A) & 3(B) above may please be strictly adhered to.

5. ELIGIBILITY:
The eligibility for appearing in the examination shall be determined with reference to the relevant Recruitment Rules. The cut-off date to determine eligibility of candidates to appear in the examinations shall be 1st January, 2012.

7. NATURE OF EXAMINATION
The above said examination is conducted as per the Scheme of Examination circulated vide Head Office letter No.Exam.16(1)2000/608 dated 18.12.2002 as amended from time to time. It is a COMPETITIVE EXAMINATION and Merit List will be declared as per scheme of Examination.

8. LANGUAGE OPTION
Paper-I is required to be answered only in English. However, in Paper-II to V candidates have the option to write the answer either in English or in Hindi.

10. BOARD OF EXAMINATION
The Board of examination is required to be constituted by the Regional Provident Fund Commissioner-I (RO) conducting the examination in accordance with the instructions on the subject. A copy of the same to be furnished alongwith Inner and Outer Specimen Seals and venue of the examination to Head Office by 05.09.2012. The details of the venue is to be intimated to the concerned offices for information.

11. SYLLABUS OF EXAMINATION
The syllabus of the Enforcement Officer/Accounts Officer Competitive Examination is as per the Examination Scheme which is as under :-

PART-A : Precis & Drafting
Question will be set for précis of correspondence or notes on official subjects, drafting of official letters.
PART-B: Verbal Ability
Questions will be set on use of number of digits, alphabets / letters, words etc. To test the candidates mental ability of co-relation.

ELEMENTARY PRINCIPLES OF BOOK-KEEPING, NUMERICAL ABILITY AND TEST OF REASONING

 

PART-A: Elementary Principles of Book-Keeping.

  1. Fundamentals of double entry, Book-Keeping upto – Trial Balance.
  2. Cash Book- Petty Cash Book.
  3. Journal-Ledger- Purchase book- Sales Book- Purchase returns Book- Sales returns Book.
  4. Bank reconciliation statement.
  5. Trading, Profit and loss Account and Balance Sheet (In respect of single traders only)
  6. Capital and Revenue Accounts, Receipts and Payment Accounts, Income & Expenditure Accounts.

 

PART-B: Numerical Ability & Test of Reasoning.

  1. Numerical Ability

Number System, percentage, Ration & Proportion, Average, Time & Work, Time & Distance, Rounding Numbers & Estimation, Simple Interest & Compound Interest, Logarithms, Mensuration, Tables & Graphs etc.

 

(ii) Test of Reasoning
Reasoning test through diagrams, figures, designs propositions etc. To evaluate the power of logical reasoning, quickness of thinking and ability to differentiable or co-relate to judge the mental ability.

 

12. The Regional P.F. Commissioner-In Charge/OICs will scrutinize the eligibility and other details of the applicants under their jurisdiction before forwarding the applications.

13. All ROs/SROs shall invariably arrange to conduct the coaching classes for the candidates appearing in the examination, in accordance with the prescribed guidelines circulated vide Head Office letter No.Exam.5(18)90/707 dated 28.02.2003. All efforts should be made to ensure that maximum number of candidates benefit from the coaching classes for their success in the examination of the Region.

14. SSAs who were transferred on request prior to issue of Circular No.HRM-IV/III/14(2)2002/Genl Pt./1853 dated 29.04.2011 and have completed required service in both old and new Region combined may apply for the examination. However candidature of such candidates will be provisional and subject to outcome of the SLP NO 30141/2011 & 30142/2011. The merit list will also be prepared Region-wise as per existing scheme but the same will be subject to outcome of Court Cases on this issue as on date.

TERMS & CONDITIONS :

  1. All the officials at Sl. No. 1 to 11 will continue to draw Pay in their present Scale of Pay plus usual allowances as admissible locally under existing Rules.
  2. Officials at Sl. No. 12 to 21 are allowed Regular Promotion but their promotion will be effective from the date of assumption of charges through the respective RPFC/OIC in the Pay Band of Rs. 9300/- - 34800/- with Grade Pay of Rs. 4200/- plus usual allowances as admissible locally under existing Rules.
  3. They will continue to be governed by the E.P.F. (Staff and Conditions of Service) Regulations,1962 as amended from time to time.
  4. Seniority in respect of all the aforesaid officials will be subject to various Court judgements and also Employees’ P.F. Staff (Fixation of Seniority) Regulations, 1989 as amended from time to time.
